Idea for an new device

It is possible to create an device, which will be connected to a computer (to a motherboard somehow), and will switch on a computer like robot. For example the computer was shutted down while user is not near, but user needs a computer to be switched on. Such device can be made using arduino and some modules like wifi module. In simple words, this device will automatically checking whether the computer is switched on, and in case the computer is not swichted on the device will switch it on. Using wifi module it is possible to remotely enter the device and manipulate the device remotely.
